I would consider those to be hoops myself. Not the style I prefer, but definitely hoops.

If you define hoops as something, taht is circle-round or nearly circle-round, and I think that's an usual definition, then these are not hoops. But it doesn't matter, what we say to this kind of jewerly - it is really awesome.
Words are not so exact, we use the word "earrings" to nearly every kind of ear jewerly, but in many case there is no "ring", it's a dangle, a disc, a Mickey Mouse figure and so on that is dangling at the ear.
In German it's problable more intensive. We have the word "Ohrring" for "earring", but we have no really word for "dangle", rarely we say "Baumel-..." for it. The word "Creole" for "hoop" is often used, but in the normal common parlance nearly everything is an "Ohrring" - even if it's a small plug with butterfly mechanic.
